Re: SAFE Project -- Subcontract No. J20770YrI0S

We have received a copy of the letter to you from
President, Federal and Special Systems
Group, Burroughs Corporation, dated 7 July 1982,. which contained
allegations against this Agency and certain of its senior
officers in the conduct of administering the Project referred
to above. Because of the seriousness. of these allegations by
a subcontractor in connection with the SAFE Project contract
between this Agency and TRW, I must ask that you request
substantiation of the allegations from your subcontractor.
In order for me and for the other senior officials at the
Agency to focus on charges, I request that you
ask for the background and circumstances surrounding the.
accusations. I am well aware of the tenor of his letter, but I
must have details to amplify thosecprovided and the conclusions
expressed. Please ask him to identify the persons involved,
what was said or written, and the dates concerned. tivhen he
provides these particulars and any other matters of substance,
they will be timely examined.
It must be understood that all decisions with respect to
the SAFE Project will be made on the basis of what is in the
best interests of the United States .and this Agency in the
performance of its mission. I am sure you-.will agree that we
would be remiss in our duty to the public ?Yf-Fte did otherwise.
These decisions sometimes are difficult t~i~--make. ?and may work a
hardship on those various levels within the contract process.

decision requires facts. If has such facts as
will support his charges, Z would appreciate receiving them
without delay.
