As I am sure you are aware, on June 28, 1983 the United
States Government submitted its response to the first written
pleading filed by Canada in the International Court of Justice
in the case between the United States and Canada over their
maritime boundary in the Atlantic Ocean off the coast of New
England. That response consisted of a legal brief, the
Counter-Memorial, and 5 volumes of annexes. Because of the
complexity and importance of this case to the United States,
the Department of State had requested the assistance of the
Central Intelligence Agency (CIA) in the preparation,
reproduction, and printing of the written pleadings. As with
the earlier brief filed by the United States, the Memorial, the
assistance provided by the CIA in regard to the
Counter-Memorial was outstanding, once again exemplifying the
highest quality and level of professional expertise and
dedication.

Division worked closely with the Department's representatives
during all phases of the planning, scheduling, and final
reproduction and printing of the Memorial, under extremely
short deadlines. I would like to express my appreciation and

Department of State, the continuing assistance of the CIA is
essential to the timely preparation and submission of that
brief to the Court. We have been informed that your Printing
and Photography Division will be preoccupied beginning in
December and continuing through the end of January with other
matters. While we will not know until late July, we expect the
Reply to be filed with the International Court of Justice in
early December. I hope that the CIA will continue to provide
us with cartographic, reproduction and printing services in
support of this matter of the utmost national importance. If
you have any questions, please don't hesitate to call me
