A major redirection of the CIA/DIA SAFE project was undertaken in 1982
when it was determined the contractor would not deliver the system the
government expected. Furthermore, the government's on management of
this interagency computer project was called into serious question,and
major changes were made in the SAFE project office.
A. What lessons did senior management in CIA and DIA learn from
the demise of the SAFE project? What assurances can be pro-
vided to the Committee that the same mistakes will not be
repeated in the development of other large-scale computer
systems in the support of intelligence production?
B. Since the revised SAFE design will not provide the inter-
agency system originally envisioned, justify why joint
development should continue.

C. The CIA is requesting) over the next
five years to support development of a FE-like" computer
system to support the DDO.
(1 Why can't DDO requirements be satisfied under the
ongoing SAFE project?
(2) on what basis should this additional investment
be approved given the difficulties experienced
with imple enting SAFE and the fact that even
though the illion has been invested in SAFE
since 1978, t e two agencies have no better
analytical capability today than what existed- in
the mid-1970s?
3.. CIA states that one of its counterintelligence objectives for FY84 is to
"improve monitoring of hostile intelligence service approaches to
Americans overseas." 1rhat specific actions does CL4 plan to achieve this
objective?
4. Does FBI and CL4 give the highest counterintelligence priority to penetra-
tion of hostile intelligence services and terrorist groups? What has been
the record of success during the past year? Are we doing better?
A. How do we stand in comparison to five years ago?
B. 1'ahat is needed to do a better job?
C. How else do you measure whether our counterintelligence
efforts are being more successful?

5. The FBI, the CIA, and the military counterintelligence agency each conducts
counterintelligence operations. against hostile intelligence services and
terrorist groups. 'hat is done to pull together the lessons they learn
about hostile intelligence and terrorist operations so that each agency can

6. Why does the CIA need to construct a second building at Langley beginning
in FY84? What is the impact on the NEIP if this building were slipped to
FY85 and totally funded that year? Z';ny was funding of the building split
over the FY84 and FY85 period?
