REFERENCE: Memoranda to Office Directors fm E0/DDA, dtd 29 Jun 83,
Subject: Agency Ranking of DDA's New/Ongoing Initiatives
1. As you have been informed, the Agency's 1985 Program has gone forward
at the Over Guidance level 25X1
the 1985 Program will be drastically reduced. It is our educated guess that the
Program will be sized down to a level which is slightly beyond the DCI Guidance,
2. The current status of your packages is contained in reference. If our
guess is accurate, any of your initiatives ranked beyond No. 60 have little
chance of making the Program. In this light, I suggest that you review all of
your packages ranked between Nos. 61 and 112 for possible adjustments. In order
to salvage some of the more significant aspects of these packages, you may wish
to consider substitutions, in whole or in part, with your higher ranked
initiatives. You may also wish to scrutinize resources in your base royram for
any surpluses which could be applied to one of your initiatives.
3. We are currently in the process of developing our "game plan" for the
next round of EXCOM negotiations on the 1985 Program. If you have any suggested
changes you wo Id like us to incorporate in this effort, please provide them to
me by 11 July.
