In response to your request, forwarded herewith are suggestions for the Agency's submission regarding our manpower growth during the period 1980 - 1988: a. Communications - The Offi mm ications experienced only a modest growth in positions___________ in 1980 to 25X1 1983. With this limited increase in positions, adequate communica- tions support has been rendered to the increase in intelligence activities overseas and domestically by expending substantial overtime, curtailing necessary training, and by reducing time between assignments. Man installations were undermanned. With the growth in positions _in 1984, the Office of Communica- 25X1 tions will have sufficient positions to support the additional stations and bases opened abroad and the increase in domestic sites involved in overt collection. Growth also occurs because of the communications support required by increasing numbers of con- tractor facilities involved in the development of advanced technical collection systems and in external research contracts as well as by the increasin responsibilities 25X1 By 1988, it is anticipated that positions will 25X1 be required to support both the worldwide communications network and related communication ces--both in the domestic field and in the Headquarters area 25X1 b. Logistics - Despite the expansion of Agency activities wnrldwirle_ the Office of i main aine are a ive y level staffing: n an in 83. There was a substantial decline in the CIA's support infrastructure in the 1970s. However, more recently extensive demands have been placed on the logistics support system, particularly in response to the upsurge in paramilitary activities and to a variety of crises abroad. While the Office of Logistics has met these most pressing requirements by extended temporary assignments of its personnel abroad, this has SECRET 25X1 ZDX1 25X1 Approved For Release 2008/06/04 : CIA-RDP85BOl152R000500580003-9 VLVI%LI been detrimental to other routine but necessary support activities. To meet these needs, 42 positions are added to the Office in 1984. The requirements to maintain our aging capital plant coupled with the projected further growth in Agency activities both domestically and overseas have caused us to plan forE::Ipositions in 1988. 25X1 c. Training - As with other components in the Directorate of Administration, the Office of Training and Education was also affected by the drawdown of the support infrastructure in the 1970s. The Office's staffing complement has not kept pace with the substan- tial increase in training requirements which has occurred. In the recent past, there has been a need for additional training positions to support the Career Training Program. A renewed emphasis in language training has also occurred as well as the need for addi- tional instructors to support the new analyst training programs; training in support of information handling systems, including SAFE; training involved with CAMS; paramilitary training; support for the Agency's professional development program; and various other activi- ties. To meet these needs,positions are added to the Office of 25X1 Training and Education in 1984, providing for a total staffing complement of ositions in 1984 which will remain at that level 25X1 through 1988. 25X1 2.
