As you are aware, we feel that we in the DDA are far behind the power curve in the acquisition of resources to support the CI effort. Both the Offices of Security and Communications have major roles to play in this endeavor and find themselves behind in the acquisition of the necessary tools to do the job. Since the CI Theme Initiative does indeed represent our initial request for resources in this area, and since we have already scaled down and stretched out this package, it is with great reluctance that we provide you with the following priority listing. It should be noted that one of our Offices initially refused to prioritize their resources within the CI Theme Initiative because they strongly believed that all elements were essential to the initiation of our efforts. It was only after our insistence that they listed their portion of the Initiative in a ranking order. Again, we would hope that our CI Theme Initiative will remain intact so that we can successfully fulfill our responsibilities in this area.
