SUBJECT: Contracts between CIA and Former CIA Employees
1. While various statutes and/or regulations address
restrictions on activities of former Government employees, we, as
an Agency, have not reenforced these statements by issuance of a
policy on contracting with former employees. Attached for your
consideration are drafts of a Headquarters notice, plus an
implementing procurement note and precontract certifications.
2. We feel that the attached policy should be implemented,
and we request comments from addressees by 9 May 1983. Upon
receipt of your comments, appropriate changes will be made and
formal coordination will be accomplished. Jj
