ODDS&T staff discussing informally ways of making planning subcategories
and elements under "Broduction of Intelligence" more meaningful.
Decided most practical way of doing this would be to organize planning
programming and budgeting in a functional way along the lines of main
substantive areas of intel coverage: i.e., guided missiles, nuclear energy,
defensive systems, basic sciences, etc. This method would. permit a look
ahead at anticipated changes of emphasis in intell problem areas such as ABM,
country advancdd weapon capabilities, future S&T threat
assessments, etc. so as to program the necessary personnel and funding
levels to enable us in turn to maintain a proper balance of effort against
these important and changing responsibilities.
