Memo to DCI
Subj: Formation of aStrategic Weapons Intelligence Panel
Based on our several discussions regarding the Hyland Panel, I have
completed an evaluation as to our needs for a more formally constituted
grp. Attached to this memo is a plan for formation of a S W I P
It is recognized that there will be a requirement for several other Panels
however I believe it would be advisable to proceed with acton on this
grp and use it as a prototype for the others.
Procedures outlined acceptable to Dr. Hyland. Therefore recommend you
approve the plan and we immediately establish-the S W I P.
