These increases were a direct outgrowth of advances in technical collection and the resulting upward surge of photo interpretation requirements, coupled with the greater Agency responsibilities for national communications. By FY 1965 the growth in personnel strength was arrested and was beginning to curve downward slightly. Wheelon, Miller, Duckett, Weber, Chapman, and Blake. STAT Dr. Wheelon outlined a proposed reconstitution of the various panels now in existence and considerable discussion took place. As a'result of this discussion a tentative plan, as described below was,-agreed upon.
