Principal criticisms:l.SOC should report directly to D and DD NRO and not fall within the NRO staff organization; however shld refrain from raising the old bone of contention that SOC be returned to CIA. 2.NRO staff;shld not only not enter into contracting activities but shld not proffer contract direction or technical direction on contracts; 3. In February 1966 Mr. Crowley recommended that the Statement of Mission and Manning Concept being considered for NRO might be revised to make the Director, NRO Staff, a rotating position rather than Air Force prerogative. As of Feb. 1966 there were still Air Force officers in all the controlling positions of the NRO. 8 Feb 1966 -- OSP position re NRO staffing philosophy (1) That SOC not be subjugated to Ops Branch of NRO Staff but report directly to DNRO Staff. USIB should not have to go through 3 layers to get to SOC. (2) NRO Staff should not be involved in contracting or in technical direction of contracts. (3) DNRO Staff should not be assigned specifically to Air Force. (4) Assignment of Mr. Reber to oversee EKC processing and R&D agreed to.
