LMSC has been instructed to send copies of McMahon on Thursday. ISIC contract to Headquarters with Mr. Contracts will be reviewed, language adjusted in accordance with CIA requirements and re-written accordingly. LMSC advises that there are several outstanding changes to the contract which were never negotiated by SAFSP. The Contract Officer presently plans to visit LMSC A/P on 12-13 May to meet with Resident Officer and I f SAFSP to resolve un-negotiated changes and to ascertain that delivery requirements of the contract have been met. The effort on the CORONA Program co- vered by this contract is under the general program management of Project Headquarters. The Contractor shall plan and conduct program development, manufacturing and testing of the payload system and sub- system to obtain the requirement of the CORONA J-3 photographic satellite system in accordance with the appropriate Specifications and/or Work Statements attached hereto. "The technical direction of this contract will be provided through the Headquarters Technical Representative. The Technical Representative shall be the day-to-day point of contact for the Contractor. "Formalization for such technical direction under this contract will be documented by the issuance of serially-numbered technical directives signed by the Contract Officer stating that com- pliance with subject technical directive is directed pursuant to the clause of this contract entitled ='CHANGES'. "It is recognized that the payload system and/or subsystems are a part of the over-all Program 241 system. With respect to this, the Contractor hereby agrees to furnish, as necessary, appropriate 25X1 25X1 data and information to SAFSP and the I Further, 25X1 Contractor agrees that representatives of the above organizations may have access to its plant or plants during the life of this contract. However, prior to the release of any information or visits by the above organizations the approval and/or concurrence of the Headquarters Technical Representative must be obtained." d. With respect to Part III of the message outlining SAFSP actions, the following comments are made. 1) As of today, 2 May, LMSC has stopped charging all payload system integration. effort to the SAFSP in the integration contract and will submit a proposal. to include this effort under our current J-1 and proposed J-3 contracts. 2) It is assui.ned that the new SI contract between SAFSP and LMSC will be written with Sunnyvale and accordingly cover work a fo rj.ed b eo le outside the A/P facility. As mentioned above, remaining contractual actions for the full implementation of the J-3 payload will not be given until the week of 16 May after resolution of the appropriate Work Statements and Specifications. In this connection, it is assumed that LMSC and the Resident Officer will have settled upon the configuration and Specifications for the recovery vehicles incorporating the DISIC. Accordingly, a Letter Contract to G.E. could also be issued some- time during the week of 16 May. 2. The above contemplated actions will be taken. However, it must be recognized that the Specifications and interface documentation are interim in nature only until formal concurrence by CIA and SAFSP together with subsequent D/NRO approval.
