The implementation of the Aug 1965 NRO Agreement, the appointment of a
Director of Reconnaissance CIA; and. internal reorganization of the
Directorate of S&T have made evident the need for internal approval
procedures for the obligation of NRO funds.
Four DDS&T offices , ORD, OEL, ASP and OSA, have significant NRO money to
expend as agents of the DDS&T, and also responsive to D/RECON. Safeguards
needed to be established for the gobligation of NRO funds by DDS&T elements.
DDS&T internal practices must stand the scrutiny of audit and yet retain
for the Office Directors as program managers the maximum practical managerial
latitude in use of NRO funds.
Additional constraints by NRO Comptroller on the management of current year
funds and prior year unobligated funds makes it unlikely that reprogramming
authority will be granted to transfer funds between programs except by approval
of DNRO, transfer of funds between projects also requires DNRO approval.
Transfer between accounts within projects authorized in specific instances
in the Initial Program Approvals.
