Dear Dr. Gates,
The Center for Naval Warfare Studies is sponsoring a conference
on "Prospective Threats to U.S. Naval Strategies," 31 January-
1 February 1983. The intention is to support senior naval officials
in their assessment of U.S. naval strategy.
The conference has been designed to examine Soviet attitudes
about war i-n.relation to policy and some of the potential implications
of emerging Soviet wartime capabilities. From there the conference
will turn to assessing ways our own strategists can continuously
improve U.S. naval strategy to stay ahead.
In attendance will be forty to fifty civilians and military
experts in the fields of strategic thinking, operational planning,
technology and Sovietology. The format will comprise a wide range of
short presentations, at no higher than Secret, intended to focus and
stimulate dialogue.
I would be delighted if some of your Soviet analysts would
participate. A copy of the tentative agenda is enclosed. In
particular the agenda refers to a planned 15-20 minute Dresentation
on Soviet military evolution since 1965 that of the
Office of Soviet Analysis has indicated his willingness to present.
Also, of the Office of Science and Weapons Technology
has offered to brief his recent work on Soviet Naval Battle Manage-
ment. We would be grateful if these analysts would give their
presentations.
