Your letter of 2 February 1983 asks that Cap Weinberger and
I conduct a study of the implications of on-site inspections for
monitoring compliance with START agreements. I understand that
Cap has responded by informing you of the initial studies being
conducted by the interagency Consolidated Verification Group
(CVG), which was formed last November in response to National
Security Decision Directive 53. 1 wish to assure you that the
Intelligence Community is participating fully with State and
Defense in the CVG review of the verification requirements of
START and INF. My staff will be happy to brief the Board on the
intelligence issues related to on-site inspections at a
convenient time.
