I understand that Cap has responded by informing you of the initial studies being conducted by the interagency Consolidated Verification Group (CVG), which was formed last November in response to National Security Decision Directive 53. 1 wish to assure you that the Intelligence Community is participating fully with State and Defense in the CVG review of the verification requirements of START and INF.
