Dear Larry:
We have received final comments from the Directorate of Operations (DO)
in its review of the attached manuscripts from Forei n Relations of the United
States, Volume XII, 1952-54, East Asia and the aci ic. Its suggestions for
eons are included in our recommendations for excision within red brackets.
The DO highlighted the area in pencilled brackets on 18 FID, suggesting that
the British Foreign Office may be sensitive to the release of this information.
The DO did not, however, raise an intelligence-related objection to its release.

East Asia Division in the DO also wrote a short memorandum which is
attached to the Department of State unnumbered document labelled "For CIA
Review." The memorandum reads: "It is to be noted that in the past the Agency
has been extremely sensitive to the revelations of the Agency's role 25X1
along these lines. It would be in the
best interests of the U.S. Government and the Agency if such information is

documents intended for publication in this volume which you have sent to us for
review as of this date. This letter provides our clearance of the volume,
subject to the withholding of documents or portions of documents as we have
requested in previous correspondence, and contingent upon your assurance to us
