We have re-reviewed the eleven documents listed in the letter of
2 November 1979 from Mr. Lagerquist of the Truman Library and would like
to pass along to you the results of our study.
The three documents (ORE 10-48, ORE 41-48, and ORE 58-48) originally
submitted to CIA for mandatory review on 31 December 1976 (NLT 76-15, CIA
case number E77-031) will be restamped and our data base corrected in
accordance with letter of 7 September 1977. By way of
explanation, the decision to declassify these documents was made prior
to the formation of the Classification Review Division, and our reviewers
subsequently made a contrary decision without knowing the documents had
already been reviewed. agreement to declassify these was
contingent upon concurrence y a e and Department of Defense, a con-
dition we would have placed on their release as well. You have already
furnished us a copy of Defense's letter; to complete our records, we
would appreciate a copy of the letter from State also.
The other eight documents were declassified by the Truman Library
as a result of my memo to you dated 13 June 1978 indicating systematic
review action on a 53-page listing of documents in their holdings. Unfor-
tunately, the ORE studies were part of one of our first review efforts,
and recent quality control checks have turned up a number of clerical
errors as well as questionable review decisions made before we were fully
aware of the potential impact of releasing certain types of information.
Six of the eight documents -- ORE 17, ORE 16-48, ORE 18-48, ORE 93-49,
ORE 7-50, and ORE 11-50 -- ideally should remain classified at the Confi-
dential level because of foreign government information and/or foreign
policy considerations. One of these, ORE 93-49, unfortunately has already
been released to a researcher -under mandatory review and will have to
remain declassified. If the other five have not been released to research-
ers, we would greatly appreciate their being withdrawn from availability

and protected at the Confidential level. We will retain classification
on these and await word from you as to whether this is possible.
The remaining two studies -- ORE 22-50 and ORE 29-50 -- may remain
declassified, and we will amend our records accordingly.
