CONCEPT PAPER
INFORMAL RELATIONSHIPS BETWEEN THE DDO AND STATE
Consumers and intelligence collectors exchange information
in a number of different ways. One aspect of this broad
issue is the informal flow of information between the,
Operations Directorate and the Department of State.
As a result of shared interests and close professional
ties, a special-relationship often exists between DDO divisions
and their counterpart bureaus in State. As part qf,this
special relationship, periodic meetings are held by DDO divisions
and State bureaus to discuss developments of common concern
and to exchange information. There is a sense, consequently,
.that DDO divisions are better informed about State policy
concerns and intelligence needs than are NFAC components.
There also is a sense that there is a broader, more productive
flow of information between the DDO and State than between the
DDO and NFAC Further, there is concern that NFAC does not
appreciate tie extent of the DDO-State relationship and that
r benefit from the informal DDO-State exchanges
to the degree that it should.
`?. The roJased study would examine the extent and nature of
the informalDDO-State exchanges as well as NFAC relations
with the DDO and State, identify problem areas, and review
management's options for adjusting DDO-NFAC relations as may
be necessar ,r.
