Status Report on Ongoing Executive Committee Activities 1. Information Handling Task Force -- Since 17 August, efforts have focused on data collection; component briefings and discussions; and drafting of component activities, plans, and issues. - Functional categories of information services have been tentatively defined: dissemination, distribution, reference and storage, printing and reproduction, and systems development. -- 11 of 22 offices have responded to data collection requests and seven draft descriptions have been completed. -- Comments have been solicited on two issue papers: information handling strategy goals and a design for an Agency-level systems X1 II. Flow of Intelligence to the Department of State -- Concept paper has been revised to reflect guidance given by the Committee on 17 October (attached). 25X X1 X1 III. Release of Information to Foreign Nationals Criteria for selecting countries to be studied have been developed: -- volume of intelligence exchange, - sensitivity of the relationship, -- importance to US foreign policy concerns, -- importance to Agency operational concerns, and -- significant imbalance in intelligence exchange. conauct e s u y. One aspect of this broad issue is the informal flow of information between the, Operations Directorate and the Department of State. As a result of shared interests and close professional ties, a special-relationship often exists between DDO divisions and their counterpart bureaus in State. As part qf,this special relationship, periodic meetings are held by DDO divisions and State bureaus to discuss developments of common concern and to exchange information. There is a sense, consequently, .that DDO divisions are better informed about State policy concerns and intelligence needs than are NFAC components. There also is a sense that there is a broader, more productive flow of information between the DDO and State than between the DDO and NFAC Further, there is concern that NFAC does not appreciate tie extent of the DDO-State relationship and that r benefit from the informal DDO-State exchanges to the degree that it should. `?. The roJased study would examine the extent and nature of the informalDDO-State exchanges as well as NFAC relations with the DDO and State, identify problem areas, and review management's options for adjusting DDO-NFAC relations as may be necessar ,r.
