1. With reference to the USIB report concerning a partial
conversion to the metric system (attached), I am forwarding a
copy of an evaluation I prepared for an employee suggestion on
the same subject.

of establishing an objective for "a plan for the orderly con-
version to the use of the metric system. . .," do you wish
Plans and Programs Staff to do any exploratory work in this area?
I am thinking that we could determine what (if anything) other
agencies are doing about the problem.
