McDonald Director of Logistics S. 2525 - Proposed Intelligence Charter Legislation - Title IV, CIA - Revision Multiple Adse Memo dtd 8 Aug 78 fm ACC, same subj (OGC 78-5221) 1. The latest revision of Title IV has been reviewed by this office. The deletions in those sections which will impact logistics operations appear to be significant. If S. 2525 is to be narrowly interpreted, as is the position the Office of General Counsel has taken with regard to L.O. 12036, current logistics operations could be either impaired Or prohibited. 2. We wish to bring those specific activities which we are concerned with to your attention to ensure that they are pro- vided for in this current edition. Section 421: The provision for rental of real property within and outside the United States has been eliminated. Section 422: a. The paragraph does not specifically provide for the procurement, storage, and maintenance intenance of ammu- nition and ordnance material. Pe.Au. b. The provisions for DCI waiver should also extend to Federal Property Management Regulations (PPMRs) when 5. There appears to be no provision in the legislation for the Agency to provide logistics support to other government agencies not specifically identified= with intelligence activities. Mutual aid and support between Government agencies is common practice in government when it is deemed to be in the best interest of the goverment. We presume that participation by the Agency will not be limited or excluded under Title IV. SICAT as 11.
