SUBJECT: Synopses of Bills Pending in Congress
1. H.R. 10627 - Small Business Contracting Equity Act:
This bill will add to Section 2, Section 6(d) of the
Office of Federal Procurement. Policy Act, a paragraph 7. The
legislation will provide for the payment of interest upon the
amount due a "small business" for the period from the date on
which payment is due to the date on which payment is made, in-
cluding any period of litigation. Interest shall not accrue if
the amount due is paid within 30 days of the date on which it
is due.
Comment: Knowing how cumbersome and time consuming
payment procedures are, this could be costly to the Agency. It
might be timely to push for expedient payment methods, including
the assignment of an Office of Finance disbursement section at
the depot to handle all types of direct vendor payments. Copies
of the bill were sent for information to the Procurement Manage-
ment Staff (PMS), Supply and Procurement Divisions.
2. H.'R. 10749 - Federal Acquisition Act of 1977:
The bill was discussed very briefly STAT

3. H.R. 10699 - Foreign Mission Solar Demonstration Act:
The bill is designed to demonstrate solar energy and
other energy technologies in foreign countries by promoting the
use of these technologies in buildings acquired under the Foreign
Service Buildings Act. The purpose of these measures is to give
host nations visible incentives to develop these technologies

and to reduce dependence upon petroleum, develop markets for
American solar energy systems, encourage cooperation between
the United States and other countries in efforts to develop
new energy systems, and to provide alternative energy sources
for the operation of vital and sensitive systems.
Comment: It is likely that any Agency real property
acquisitions and new construction overseas which falls under
the Foreign Service Buildings Act will come under this legis-
lation. A copy was sent to the Real Estate and Construction
Division for information.
