MEMORANDUM FOR THE RECORD
SUBJECT: H. R. 2441 - Anti-terrorism Legislation
1. handcarried H. R. 2441 to me around.
1230 hours commenting that through a friend some-
where in the Congress, tol i.m t1i a the original (maybe
H. R. 1834) bill had a clause exempting the CIA from com-
pliance. However, the current version has omitted this
exemption.
2. Upon review, I find that only a wording problem
exists. In subparagraph (10), page 17, we must be absolutely
certain that the Agency is exempt from the provisions of this
bill or we're "out of business."
STAT 3. Office of Legislative Counsel, assures
me that both he and the Committee staffers are in favor of
this exemption and will so indicate during the "markup" ses-
sion on 27 March. Subparagraph (10) will read as follows:
"(10) The requirements . . . Department of
Defense or another agency of Government for national
defense or for national security purposes and shall
not . . . powders. Any explosive . . . Treasury.
