Attached is a Point Paper on Agency relationships with GSA which was prepared by Chief, Plans and Progr - ATINTL Staff, OL. As you are probably aware, Dave and I will be meeting with you at 0900 hours on 18 September so that you can discuss STATINTL the paper STATINTL 2. In his paper, 0 provides the pros and cons on our relationship with GSA in a number of functional areas and makes a number of recommendations, all of which center around the delegation, by GSA, of extensive authorities to this Agency. In some cases, I doubt that GSA would be willing to go as STATINTL far as 0 suggested since several suggestions are tanta- mount to a total transfer of power between agencies. However, I think the approach of further delegations is the correct one for us to pursue. In the leasing area, we have already seen that their recent delegation of authority to lease up to 5,000 square feet has eliminated most of the complaints of unrespon- STATINTL siveness I have also received feedback from employees who attended recent GSA conferences that GSA also recognizes the need for more delegations if they are to continue to survive as an organi- zation. More and more agencies are simply going around GSA in order to accomplish their missions, delegation or no delegation. At least with delegations, GSA is in the position of being able to control and audit what is happening. Additional delegations from GSA would, in my view, provide a good mix of checks and balances that would permit us to be far more responsive to our customers while permitting GSA the opportunity to ensure that we do so in a fashion that is generally in the best interest of the Government, legal, and consistent with Federal policy. 3.
