The cataclysm which affects thei1fatherland to its very foundations
is produced by the total disappearance of the rights inherent to the
human person, by the subversion of the democratic institutions in our
country and by the surrender of the country to a foreign power which,
in its desire for domination, enslaves peoples and shames humanity.
Tha judicial power, supreme guarantee of the rights of the people
and the seat of liberty, finds itself in forced and indefinite recess,
its members havin.7 to endure the worst insults and constant threat of
its final disintegration. As a result, the citizens find themselves
sunk in the most absolute defenselessness before the abuses of author-
ity.
On the other hand, the absolute control of the news media permits
the dictatorship to hurl anathemas and insults against the person who
differs with the tyrant, without the remotest possibility of defending
himself from infamy and dishonor.
The Cubans live the tragedy of seeing themselves treated as slaves
in a country which has had to sacrifice thousands and thousands of its
best sons to .sake worth the full dignity of man.
All the schools, from the primary schools to those on the university
level have been converted into centers of communist indoctrination in
which must be learned how to in which it is attempted to destroy
the religious faith of the greatest majority.

The Constitution of 1940, which was freely given to our people in
an act of sovereignty, has been converted to unenforced law, and con-
stitutional power resides today in the will of only one on whose
whim rests the modification of its precepts or simply the ignoring of
its norms, the drawing up of laws of plunder or the annulrier.t of ju-
dicial decisions.
All the powers of the state being concentrated in his hands, the
ridiculing of justice, liberty abolished, the country delivered bleed-
ing to the voracity of Russia and the leaders dedicated. to the preaching
of hate and extermination, there remains no other road for the Cuba[ns
but to reply to the war declared against our generous and valiant people
with the necessary and just war which Marti ordered for the reconquest
of the right to life and to live with honor and liberty, to achieve
once again national independence, to demonstrate to the world the great
pride of being legitimate descendants of the founders of the country,
to comply with the indeclinable duty of confronting the usurpers of
justice and liberty.
2. WHAT DO ',E PLAN FOR ME COUNTRY AND ?.JH+T DO WE OFFER FOR THE HOUR
In the first place, we ratify our irrevocable decision of assuring
all Cubans of the full exercise of their citizen's rights in an atmosphere
of harmony and consent.
Castroism has attempted to subject reason to the force of arms and
to domination by mobs ?iade fanatical by the most insolent demagogue
known in America. :dith the threat of prison or death and the hysterical

shouts of "paredon", he has tried to enslave the people, frightening
the weak of spirit, and has committed the greatest of depredations
and abuses. We say that we are going to launch this war so that for
once and for all will disappear the injustices, hate between brothers,
inequality before the law, threats by the governing against the governed;
so that never again will the infamous paredon function in our country,
so that only ordinary courts of justice will sanction anti-juridical
actions.
Castroism speaks of social changes which have not been produced
because the substitution of free enterprise by state capitalism is not
a change in the sense of its benefiting the people.
We affirm that general well-being cannot be achieved, much less
consolidated, in an atmosphere of hate between brothers and of constant
threat. The only revolutions that have made the world progress are the
ones that have preached love and Food will among mien. Ours is one of
these because we believe, in addition, that as long as national recon-
ciliation does not occur, the country will not be able to develop its
riches.
To the workers of the cities we ask that they incorporate themselves
into the struggle which !!ill return to them syndical democracy and will.
assure then of the reconquest of their right to hake proposals and the
right that their most deep-felt demands be resolved in justice after so
long a period in which they have seen their demands postponed.
We call on the peasants to irnriedi.t-].y establish an agrarian system
which will facilitate tc then the acquisition, in full ownership, of the
lands they have been working. To them we say that they will not be paid
again with promissory notes which are prohibited by our constitution,

that they will be provided with long term credit and low interest for
adequate financing, that they will have available all effective means
for guaranteeing a minimum price for their crops, promoting the creation
of cooperatives based on the free decision of their members. That the
lie about fictitious titles will be substituted with the truth regarding
their claims, the truth that their sons and the sons of their sons will
be able to enjoy the wealth obtained with their fertile labor.
To the parents and teachers, that the schools will again become
centers of studies, temples of citizen's morality and forges of free
men. To the professors and students, that the universities will
recuperate their autonomy and academic freedom.
To the members of the Rebel Army, of the nation's navy and of the
police, that the guardians of freedom will be fundamentally enriched
with their colleagues of yesteryear, that all those who contribute to
the overthrow of the communist tyranny will be returned to their positions
and that those who deserve it, because of their heroism in the struggle,
will be promoted. We will organize technical armed forces at the
service of the republic and to which will be able to belong all Cubans
of yesterday and today having a vocation for the military, as long as
they can demonstrate unblemished conduct.
To the militia members, that unjust persecution will not be toler-
ated for having only belonged to that political array and that its
members who are not accountable for crimes can incorporate themselves
back into the work they were previously performing and can exercise all
their civil rights.

To those who have been dispossessed unjustly, that their property
will be returned.
To all Cubans, that once victory is achieved over the forces of the
aml (sic), the Constitution of 19)0 will be fully re-established with
the exclusive exception of those precepts which will be impossible to
apply by nature of the provisionality (of the government).
We will hold general elections within an unextendable period of
18 months after the overthrow of the tyranny.
We will advance an active policy of reconstruction of our economy
and of industrial, agricultural, mineral and tourist development in
order to achieve full employment and the elevation of the standard of
living of our people. We will stimulate private capital investments,
national and foreign., and we will give guarantees to free initiative
and private property in its extensive concept of a social function.
We assure the most absolute respect for the independence of the
judicial power, to whose decisions the governing and the governed must
submit themselves.
And, we will fight without rest until the vicious practice of
political crime as a means for achieving power or for maintaining
oneself in power disappears from our country.
VESSAGE TO THE PEOPLES OF AMERICA
Castroism aspires to extend the limits of its empire to all sister
nations. The communists, whose metropolis is Moscow., direct their most
forceful efforts to the weakening of the inter-American system which up
until today has been an insurmountable barrier to their insane ambitions
for power. We know that the pernicious policy of exporting revolution
from our subjected country is doomed to failure because only an

ignoramus or megalomaniaccan be unaware that our America has been and
is an inexhaustible source of true revolutionaries in the endless
struggle for progress and well-being of all our peoples within a
democratic representative system.
To them we say that our war is for casting out the foreign hordes
from the land that saw Jose Marti born and saw him die. Cuba, our
beloved and tormented country, is today a Soviet colony subjected in
the totalitarian manner of the coi ries of Europe and Asia that have
fallen under its claws.
This bitter experience suffered by one's own flesh permits us to
reclaim with all vehemence the moral and material support of sister
nations, free of tyranny, to expulse the invaders from Cuba not only as
an act of hemispheric solidarity, but also in prevention of future
attacks against other nations of the continent. Without that decided,
frontal and vigorous support, our final victory truly certain and
inevitable would not eliminate the danger that other sister nations may
suffer the horrors and crimes which Cubans suffer today.
FINAL INVOCATION
Cubans: The fatherland is occupied by a foreign army in which those
who betrayed the revolution serve. It is a mandate of the liberators
to cast out the tyrant from our soil.. They stated that to live in
chains was to live in subjected disgrace and shame. And, they possessed
the anger and the determination to give us this country which we must
reconstruct.

Invoking God's favor, we assure everyone that with victory they
will have peace, human solidarity, well-being for all and absolute
respect for the dignity of Cubans, without exception. Duty calls us to
the war against the executioners of our brothers. Cubans, let us
fulfill our duty.
