Welfare Board
1. rfective this date [ hereby establish the CIA 'delfsre
Assistance Board to replace the CIA Welfare Board ep;poirt,ed in
referenced memorandum which is hereby rescinded. The balance or
funds to the credit of the CIA Welfare Board will be transferred
to the CIA Welfare Assistance Board.
2. The Director of Pers: nnel vill serve as Clairm n and
Treasurer of the CIA Welfare i 3sistance 1 oerd v'i tt Iiis de uty 9,FI
his alternate in these capacities. The Deputy Direct:orB {(Support),
(Intelligence), and (plans) sh .il each appoint a regular member
and an alternate for membership on the hoard. The Chairman shall
appoint an Executive Secretary and an alternate to provide adminis-
trative and clerical rapport to the Board and to exercise such
other responsibilities as may be determined by the Board.
3. Monies received from General Services, Inc., incident to
its operation of Agency-patronized cafeterias or contributed to
this Fund from other sources uhal.l be credited to the CIA E loyee
Welfare Fund. The Treasurer flasl.1 be responsible for the collection,
4t, custody.. and expenditure of such funds in accordance with
su&';Volicies as may be esteb:Liahed by the Board. The Treasurer
shill keep current books and records of all funds, expenditures ,
~4..a s4vaneee. The Coup-troller is directed to provide such
mbee4 . assistance and guidance as the Treasurer may require in
ttw,performance of these duties. The Auditor will provide for
periodic audits of the Treasurer's books and records, at least
seal-annually or oftener if the Auditor or the Board eie desires

Board for such purposes as the Board may direct.

4. The Board !"il have discretion to determine the purposes
which welfare funds available to it shat. be expended for the
behetit of CIA employees, provided only that a determination has
been stage that no other practicable recourse is available to the
c 1ayee or employees in question, either from official or private
sus. '
5 The Board shall be responsible for Braking such bylaws,
regulstions, and pe'ocedures as my be necessary to the orderly
conduct of its business. The Chairman shall be responsible for
keeping adequate records of the Board's proceedings and of all
tee tiaeis and determinations by the board on expendlture ot-
funds.
6. Ali prior authorities and delegations re: r-dthg welfare
funds available to this Agency are hereby rescinded.
