Our response to recommendations contained in the reference is as follows: We have been exploring the possibility of making changes to the Delta Data 7260 in order to bring its cost down. Engineering modifications would also concurrently make the device smaller and more portable. Target date for the development is December 1983, and we will be able to provide a price quotation in June 1983. It is not cost effective to reinstall excess Delta Data 5260s. In fact, we are making a concerted effort to accelerate Delta Data 5260 replacement activity. The 5260 exhibits an average Mean-Time-Between-Failure four times worse than the 7260. Thus, it presents reliability, availability, and maintainability problems. Use of Non-TEMPEST Delta Data Terminal in Headquarters We have requested the Office of Communications, Communications Security Division to address the policy question of TEMPEST for Headquarters locations. A response will be forwarded shortly. In order for any device to be used with SAFE, it will be required to contain the capabilities of the Delta Data 7260 which the SAFE system software uses. Negotiations now with another terminal vendor are unlikely especially if the price reduction by Delta Data is adequate. The Delta Data contract expires in February 1984. We are currently involved in planning for the acquisition of follow-on devices. We will solicit requirements for devices from all Agency components as part of the development of a request for proposal. 2. The dialogue between our staffs on these issues has been encouraging.
