special assignments. Currently FBIS is identifying personnel for
assignment to the U.S. Interests Section in Havana. F-1
Ambassador Smith in Ghana asked FBIS to continue to report promptly
anti-U.S. broadcasts over the Accra radio. The Ambassador has been
receiving these transcripts by teletype from the FBIS bureau in Abidjan.
He said he continued to find "FBIS coverage of Ghana broadcasting indispen-
sable to our understanding of the situation" and felt the material might
lead to "grounds for possible complaint" to the Ghana authorities. 25X1

Swaziland Bureau
The FBIS Swaziland Bureau, which will provide augmented coverage
of southeastern and southern Africa, is moving closer to erational
status. On 4 February Ambassador Matheron and the FBIS 25X1
bureau chief, met with the deputy prime minister who officially welcomed
FBIS to Swaziland and indicated his full support. The deputy prime
minister said the Swazi Government took a long time deciding to allow
FBIS to establish a bureau in Mbabane because the Swazis "had not wanted
to let in something that would have to be sent out right away." The
Swazi official noted that his government is very interested in the FBIS
product. (FBIS ms items available to governments that are host
to FBIS bureaus.)aket

Within the next several weeks FBIS will move into a structure which
has been purchased to house the operation. An Agency logistics officer
is scheduled to arrive in Mbabane around 1 March to assist in setting
up. The Swazi Foreign Ministry is assisting FBIS with legal -
calities on obtaining title to the property. Meanwhile, 25X1
has been in contact with the FBIS engineer in Mbabane concerning communi-
cations and test channel checks have already been exchanged. The circuit
will be commerr a1 between Mbabane and Pretoria, then by SKYLINK to

languages the script of the OTS film, "The Threat is Real." The film
is being prepared for viewing by foreign immigration services to describe
terrorist travel methods and dramatizes the use of OTS tools for their
detection. $IS staff linguists at Headquarters are working on the
project.
FBIS Material on El Salvador
The State Department frequently quotes FBIS material in connection
with the El Salvador situation. During the past week Assistant Secretary
Enders noted in a telegram to the U.S. Embassy an FBIS report from a press
agency that quoted Defense Minister Garcia as stating that "elections
might not be the solution to the Salvadoran problem." The telegram asked
the Embassy to tell Garcia that his comments were "most unhelpful."
USSR Publications
The U.S. Government's ban, on 5 January, of Aeroflot flights into
the United States has had no effect on FBIS receipt of Soviet publications.
According to OCR's Acquisition Branch, the Soviets are fi ing publications
to Canada where they are transshipped to Washington. 25X1
