SUBJECT: FY 1983 Budget Shortfall
REFERENCE: DDSEjT Memorandum of 21 September, same subject
projects in its FY 1983 program for deferral; their cost totals 25X1
million. As you may recall from the 12 October FBIS Annual Review, we
had listed unfunded projects in FY 1983 totaling overllion. 25X1
The identifying of additional projects in this memoranum will, of
course, add to the unfunded total. As important, it will reduce our
flexibility to reprogram internally to meet the needs on the original
unfunded list.
2. The following are the funds we have identified for possible
deferral. Requested details are attached.

SUBJECT: FY 1983 Budget Shortfall
A. ACTIVITY: Manila Remote Monitoring
B. DESCRIPTION:.. Install radio receiving and remote control equipment
at the embassy or other U.S. Government site in the Phillipines.
Equipment would be linked to a dedicated commercial telephone line
to Okinawa bureaus. Philippine radio broadcasts
co a ~n~ to the controlling bureau for processing.

D. PROPOSED AMOUNT 10 BE DEFERRED TO FY 84: None
E. IMPACT OF DEFERRAL/CANCELLATION/REDUCED FUNDING: Cancellation will
have no impact. We had in fact intended to divert this money to the
construction of in Panama which is clearly needed. A Manila 25X1
Remote Monitoring Unit was put into the budget two years ago, and
subsequent surveys and studies have shown that such a unit would not
be productive.

A. ACTIVITY: Purchase of Equipment and Supplies for Communication
and Electronics
B. DESCRIPTION: Purchase of equipment required to maintain field
bureaus at normal operating level. Obsolete equipment will be
replaced, modifications to existing equipment will be implemented,
and support subsystem procured and installed.

D. PROPOSED AMOUNT TO BE DEFERRED TO FY 1984: NONE
E. IMPACT OF DEFERRAL/CANCELLATION/REDUCED FUNDING: Old and w maintainable
high frequency (HF) receivers will remain on-line with the attendant
unreliability impacting on bureau reception capability. In addition
repairs will become excessively expensive since it will then require a
special contract for each repair.
Outdated microwave relay equipment will not be unpaid and could
result in a reception reduction of approximately 75% in Key bureaus.
Failure to install A/C environmental control equipment could
result in failure of equipments including HF and satellite receivers.
F. LATEST DATE FUNDING CAN BE DEFERRED WITHOUT IMPACT: It is difficult
to estimate the exact date but with delivery times of equipment
typically running 6-9 mdhths deferral beyond- 1 December will result
in no practical action until late summer 1983.

B. DESCRIPTION: A Press Monitoring Unit to be established in Mexico
City to provide same-day coverage of the major Mexican and Central
American newspapers and other publications.

E. IMPACT OF DEFERRAL/CANCELLATION/REDUCED FUNDING: Deferral of
establishing Mexico City Unit would perpetuate FBIS' inability to
satisfy strong consumer interest in timely receipt of translated
Mexican press items for exploitation of current intelligence infor-
mation heretofore precluded by unacceptable delays in receipt of
up to several weeks. Deferral would also deny necessary resources to
expand current intelligence collection efforts from electronic media
sources to include local radio and television. Present efforts
limited to Mexican press agancy NOTIMEX and Mexico City shortwave
broadcasts.
F. LATEST DATE FUNDING CAN BE DEFERRED WITHOUT IMPACT: Funding needed
now.

A. ACTIVITY: Okinawa 12/14 GHz Satellite Terminal
B. DESCRIPTION: Define through measurement and analysis the details
necessary to construct a terminal aimed at second generation satel-
lite media transmissions.

E.. IMPACT OF DEFERRAL/CANCELLATION/REDUCED FUNDING: FBIS will not be
in a position to monitor important satellite systems such as the
European Commuications System, the PRC system, the Japanese system,
or the traffic carried on the most modern INTELSAT vehicle.
These are scheduled to become active on a worldwide basis in 1983-84.
