1. SIGNIFICANCE: TWO NEW, LARGE TRAINING FACILI'T'IES HAVE BEEN
DEN ED ETHIOPIA. (SWN)
2. REMARKS: TWO NEW, LARGE MILITARY TRAINING FACILITIES HAVE
B E D NTIFIED UNDER CONSTRUCTION IN ETHIOPIA (GRAPHIC 1).
MASSLO TRAINING CAMP IN SOUTHERN ETHIOPIA (GRAPHIC 2) AND
NEK'EMTE TRAINING CAMP IN WESTERN ETHIOPIA ARE 25X1
SIMILAR 1N SIZE AND APPEARANCE AND WERE BOTH IN THE
MID,TO-LATE STAGES OF CONSTRUCTION 1N MID-DECEMBER 1983.
APPROXIMATELY 260 BUILDINGS AND A SMALL AIRSTRIP (NOT ON
GRAPITIC) ARE ASSOCIATED WITII EACH FACILITY. BOTH OF THESE
TRAINING FACILITIES ARE SIMILAR IN APPEARANCE TO TWO EXISTING
TRAINING FACILITIES PREVIOUSLY IDENTIFIED IN ETHIOPIA -- SIGA
MEDA TRAINING CAMP AND HURSO TRAINING CAMP 25X1
(GRAPHIC 1) MASSLO TRAINING CAMP IS 170 NM 25X1
SOUTH OF ADDIS ABABA, AND NEK'EMTE TRAINING CAMP IS 145 NM
WEST OF ADDIS ABABA. (SWN)
ANALYST'S COMMENTS: COLLATERAL INDICATES THE CONSTRUCTION OF
TWO NEW TRAINING FACILITIES IS PROBABLY A RESULT OF GOVERNMENT
REQUIREMENTS TO TRAIN ADDITIONAL LARGE NUMBERS OF CONSCRIPTS
FOR THE MILITARY. IN MAY 1983, ETHIOPIA ANNOUNCED A NATIONAL
MILITARY SERVICE LAW THAT OBLIGATES ALL ETHIOPIANS BETWEEN 18
AND 50 TO PERFORM SERVICE IN THE MILITARY, POLICE, OR IN A
YET-TO-BE-ESTABLISHED BORDER GUARD. (C/NOFORN)
