1. SIGNIFICANCE: THE SUPPORT BASE AT CHANGONGO REMAINS OCCUPIED
BY SOUTH AFRICAN FORCES. (SWN)
2. REMARKS: THE SUPPORT BASE AT CHANGONGO REMAINS OCCUPIED BY
SOUTH AFRICAN FORCES THREE ALOUETTE
III HELICOPTERS AND AT LEAST THREE FUEL BLADDERS WERE IN THE
HELICOPTER LANDING AREA. ELEMENTS OF ONE DEPLOYED FOUR-GUN
AIR DEFENSE SECTION (NOT ON GRAPHIC), ELEMENTS OF ONE MOTOR
TRANSPORT UNIT (NOT ON GRAPHIC), AND AT LEAST SIX VEHICLES
(INCLUDING THREE SAMIL ARTILLERY PRIME MOVERS ASSOCIATED WITH
THE AIR DEFENSE ARTILLERY) WERE VISIBLE IN THE CLOUD-FREE
AREAS (NOT ANNOTATED). THE PONTON FERRY, TEMPORARY BRIDGE,
AND THE MAIN SUPPORT AREA OF THE BASE WERE CLOUD COVERED.

CHANGONGO IS ON THE EAST BANK OF THE CUNENE RIVER
APPROXIMATELY 40 NM NORTH OF THE ANGOLA/NAMIBIA BORDER. HIGH
LEVELS OF ACTIVITY HAVE BEEN SEEN AT THIS SUPPORT/STAGING BASE
SINCE EARLY DECEMBER 1983, IMMEDIATELY PRIOR TO AND DURING THE
MOST RECENT SOUTH AFRICAN CROSS BORDER OPERATIONS AGAINST
SWAPO BASES IN SOUTHERN ANGOLA. A SOUTH AFRICAN PRESENCE HAS
BEEN SEEN HERE SINCE AT LEAST LATE 1981. (SWN) (SOUTHERN
