1. SIGNIFICANCE: TWO PROBABLE SE-23 TRANSPORTER-ERECTOR-LAUNCHER
(TEL /RESUPPLY-TRANSLOADER VEHICLES (RTV), ONE SS-21 TEL AND
ONE SE-21 RESUPPLY VEHICLE ARE IDENTIFIED AT THIS MAJOR GROUND
FORCES EQUIPMENT ACCEPTANCE AND EVALUATION FACILITY. (SWN)
2. REMARKS: THESE VEHICLES ARRIVED IN THE EASTERN PORTION OF THE
ARMOR VEHICLE PARK SINCE EQUIPMENT INCLUDES 25X1
TWO SS-23 TEL/RTV, ONE SE-21 TEL, ONE 5S-21 RESUPPLY VEHICLE,
THREE TRUCK-MOUNTED CRANES, ONE PROBABLE POL TRUCK, FOUR OTHER
SUPPORT VEHICLES, AND A MAINTENANCE TENT. CAMOUFLAGE NETTING
HAS BEEN ERECTED OVER ONE OF THE SS-23 TEL/RTV. (SWN)
THE SS-23 IS THE FOLLOW ON SYSTEM FOR THE ARMY-LEVEL SCUD
TACTICAL SURFACE-TO-SURFACE MISSILE (SSM) AND HAS BEEN
UNDERGOING FIELD TESTING AS A UNIT AT KAPUSTIN YAR SRBM SUPPORT
FACILITY SINCE JULY 1979. THIS IS ONLY THE 25X1
SECOND TIME THAT THE ES-23 SYSTEM HAS BEEN OBSERVED AT A
FACILITY OTHER THAN KAPUSTIN YAR. THE FIRST TIME WAS IN
JANUARY 1979 AT MIRNAYA MRD HEADQUARTERS/ARMY BARRACKS AL 1 25X1
IN THE TRANSBAIKAL MILITARY DISTRICT. THE 25X1
CONTINUED FIELD TESTING OF THE SS-23 AT KAPUSTIN YAR AND ITS
ARRIVAL AT A MAJOR ORDINANCE TESTING/EVALUATION CENTER IN THE
WESTERN USSR MAY SIGNAL THE DEPLOYMENT OF THIS SYSTEM TO FIELD
COMMANDS. THE FIRST DEPLOYMENTS ARE EXPECTED IN THE WESTERN
THEATER. (SWN)
THE SS-21 IS THE FOLLOW ON SYSTEM FOR THE FROG-7 DIVISIONAL
TACTICAL Si. STHE 55-21 HAS BEEN DEPLOYED IN THE USSR
REPLACING THE FROG-7 IN DIVISIONAL FROG BATTALIONS, AND HAS
BEEN RECENTLY EXPORTED TO SYRIA. THESE DEPLOYMENTS, HOWEVER,
HAVE BEEN LIMITED IN NUMBERS, AND PFOEABLY WERE FOR TROOP
TESTING/COMPATIBILITY STUDIES. THE PRESENCE OF THE 55-21 AT
KUBINKA WOULD INDICATE THE SYSTEM REMAINS IN THE FINAL PHASES
OF RESEARCH AND DEVELOPMENT. (SWN)
