FRANCE - SOUTHEAST ASIA: Diplomatic Mission
French presidential adviser Debray arrived in Hanoi
earlier this week to discuss ways of improving ties and
to assess the possibility of a French role in strength-
ening relations between Vietnam and ASEAN. Debray
already has discussed the Kampuchean issue with offi-
cials in Singapore, Jakarta, and Kuala Lumpur. He may
stop in Phnom Penh before concluding his mission in
Bangkok. Paris has labeled the trip as a factfinding
mission concerning Indochinese refugees.
3 Comment: Although the visit to Hanoi has encouraged
speculation about a possible French initiative to resol
the Kampuchean conflict, Paris apparently does not have
