1. SIGNIFICANCE: THE SOVIETS CONTINUE TO DEMONSTRATE A HIGH
INTEREST IN MAINTAINING YEAR-ROUND ACCESS TO THE SS-16 MOBILE
ICBM LAUNCH REFERENCE POSITIONS (LRP) AT PLESETSK. (TSR)
2. REMARKS: SNOW REMOVAL IS OBSERVED AT ALL 12 LAUNCH REFERENCE
POSITIONS (LRP) AT PLESETSK ICBM LAUNCH TEST SITE 5.
RECTANGULAR AREAS LARGE ENOUGH TO ACCOMMODATE A
TRANSPORTER-ERECTOR-LAUNCHER HAVE BEEN CLEARED OF SNOW IN FRONT
OF TWO PAIR OF LRP. THIS TYPE OF SNOW REMOVAL IS CLEARLY
DISTINCT FROM THE ROUTINE SNOW REMOVAL, AND REFLECTS THE NEED
FOR MAINTAINING CONTINUOUS ACCESS TO THE LRP ON A YEAR-ROUND
BASIS. (TSR)
WHILE THE SOVIETS USE SNOW PLOWS TO REMOVE SNOW FROM ACCESS
ROADS AND PARKING APRONS. SNOW REMOVAL AT THE LRP APPEARS TO
HAVE BEEN DONE BY HAND SHOVELING OR WITH SNOW BLOWERS. THIS
PROCEDURE HAS BEEN A COMMON PRACTICE SINCE THE INITIAL
CONSTRUCTION OF LFP IN 1976. THE PRESENT SNOW REMOVAL
INDICATES THIS TYPE OF ACTIVITY WILL CONTINUE INTO THE
1983-1984 WINTER SEASON. (TSR)
THERE ARE 42 LRP INSTALLED AT FOUR MOBILE ICBM BASES AT
PLESETSK. THE 42 LRP ARE IN PAIRS AT OR NEAR THE OPERATIONS
AREA OF EACH BASE, AND ARE PROBABLY ASSOCIATED WITH THE
IN-GARRISION AZIMUTH ALIGNMENT OF THE SS-16 MISSILE GUIDANCE
PACKAGE. (TSR)
