V 1. This memorandum responds to your request at the 3 August 1982
meeting with Committee Chairmen with respect to the CW/BW target. 0 25X1
2. In August 1981, in close mai4tation with the WSSIC--but
also in coordination with STIC and -I established a Special Working 25X1
Group on BW/CW of the Human Resources Committee. Working Group members
include all the agencies involved, primarily the relevant components of
CIA, DIA, the military services' collectors, and State. In view of the
importance of the clandestine colt ction effort arrangements were made to
have the Working Group chaired by of DDO/EPDS. One 25X1
of the purposes for this arrangement was to facilitate compartmentation
of source-sensitive clandestine collection activities within the overall
framework. Unfortunately, has been available for the BW/CW 25X1
effort only on a limited part-time basis (particularly recently) since
much of his time has been taken up by other internal DDO matters. 25X1
3. Ongoing efforts of the Special Working Group include:
? An extensive effort at sensitizing collectors to the
priority and information needs associated with BW/CW.
? Sensitizing analysts (principally members of the WSSIC
BW/CW Subcommittee) to collector needs.
? Enhanced interagency collector-to-collector interface.
? Development by the Working Group of a comprehensive,
coordinated list of recommendations for improving HUMINT
collection efforts (including some long-term improvements)
with a breakout of agreed-to designated action responsi-
bilities. These recommendations include such items as:
