SUBJECT: Talking Points for DDCI Testimony before HFAC on
Intelligence Community Narcotics Activities
1. The Intelligence Community has developed its priorities on the
problem of international narcotics collection against a broad background of
evolving and shifting policy directions, legal and administrative constraints,
and conflicting demands on resources and assets. At the present time,
priorities have been raised in all three intelligence disciplines--HUMINT,
SIGINT, and Imagery--in accordance=with the significance of international
narcotics control as a major US policy objective.
o The DCID 1/2 priority guidelines focus on the dual issues of
illicit drug production and trafficking and the drug control
activities of specific countries.
