Dear Director Casey:
The Committee has reviewed and does not object to the
reprograming request outlined in your letter of January 20,
1983. The Committee is concerned, however, that the~National
Security Agency share of the funding associated with the
particular data processing system has grown 13 percent over
the past three years.
Accordingly, the Director, NSA, is required to-submit
a full report by April 1, 1983, on what management. techniques
have been initiated to ensure that the program remains consis-
tent with the costs now projected as firm until :the initial
operating capability of the system is attained=.'
