C. 20515 Dear Mr. Chairman: It has come to my attention that your staff has asked at least one of the NFIP program managers to identify the projects added to his program during the last weeks of budget review within the Executive Branch. I asked the program managers to delay providing that information to the staff until I.had a chance to persuade you not to require it of them. In general I strongly support providing the Congress with any informa- tion it needs to review the Intelligence Community program. This includes our candid evaluations of the elements of the budget proposal, our plans and problems, and so on. It is not clear to me, however, that the informa- tion your staff has requested would be useful in your review of the budget or that it would be appropriate for us to provide it. The order of Presidential decisions on the budget bears little relation to the intrinsic priority of the programs being selected or rejected because so many elements of the budget debate are changing simultaneously.
