SUBJECT: Current Directorate of Administration Activities
1. The Office of Communications is providing communications support
to the DCI during his visit to California 17 - 21 July.
3. Members of the Office of Finance Compensation Division met with
Office of Data Processing Applications Division on Monday, 13 July to
arrange for payment of the Interim Overseas Differential (IOD) entitlement.
The change involves payment of the IOD as a differential instead of as part
of the base pay as previously planned. Actions decided at this meeting
will allow for the payment of the IOD effective the pay period it is
implemented.
4. With respect to our new building planning effort, there is to be
a joint meeting on 21 July in Fairfax with local authorities. These
agencies include Fairfax County, Northern Virginia Park Commission, the
Council of Governments, and other state or local clearing houses. Among
the topics which might be touched upon are the environmental impact,
traffic increase, and population increase. The meeting will be chaired by
Mr. Peter Johnson of the Fairfax County Planning Office and will include
remarks by the National Capital Planning Commission, the A ency, and a
timetable presentation by the architects
who have been engaged by the Agency to update the Master Plan.

5. On 1 July 1981, the Agency Contract Review Board approved the
Source Selection Authority and the Source Evaluation Board's selection of
the Washington Operation's Division of I las the prime contractor
for the CAMS II program. Final negotiations were concluded on 6 July. A

6. In connection with the expansion program the National
Photographic Interpretation Center (NPIC) has formulated four options in

funding posture. Meanwhile, the Architect and Engineer is proceeding with
the original requirement for a design requiring 45 percent and 55 percent
of the total construction funds in FY-1982 and FY 1983, respectively.
That design is presently between the 30 percent and 60 percent complete
stage. II
7. The Office of Security is investigating a statement by "Billy the
Kidd," a notorious burglar and con man sentenced this week, that he
penetrated the CIA Headquarters building. Following a lead from the
Arlington Police on 16 July 1981, the Office of Security has determined,
to date, that during 1975, while employed by a local contractor as a
plumber's helper, Kidd may have had access, under escort, to repair a
toilet on the third floor of the Headquarters building. At that time he
was employed under the name William Offutt. The investigation is continuing.
10. Beginning Thursday, 16 July, members of the Language School will
conduct language tester training at the Defense Language Institute in Monterey.

consolidating the Government-wide test'

11. The Information Science Center has been requested by NSA to conduct
a special one-week Executive Decision Analysis Seminar for the new National
Cryptologic Executive Development Program. The seminar is scheduled to take
place 0 from 21-25 September 1981. The Course Director will be the
NSA Representative on rotation to ISC.
