SUBJECT: Briefing on El Salvador onlMonday, August 2 ..=.t 4 p.m.
The briefing should cover the isisues of the Presidential
certification (copy enclosed}. Let's start with the easy ones:
(5) Progress on investigations pf the murders of the
churchwomen, two land reformm experts and journalist
John Sullivan: A simple statement of the status
of facts in this case is good. People want to
know why we haven't heard ajnything from the judge
of the first instance. Whatever you have as to
timing of indictments in the churchwomen and the
land reform cases would be helpful. We know
nothing about the Sullivan case, so any pieces
of information are useful.
What is critical in the judgments to be made is '
whether there has been effort or coverup and foot-
dragging. Whatever light you can shed is useful.
(4) Progress in elections and glood-faith effort to
engage in discussions: Clearly the elections are
fact. You may be asked to'~clarify what Casey
meant by helping in the El !,Salvador elections.
More interesting will be insights you might have
into efforts to engage the moderate opposition
in dialogue; attitudes towa'ird amnesty and/or
negotiations; and the posit~iions of the different
factions within the militari and of the political
parties on this issue of "political solution."
(3) Progress in economic and social reform, especially
the land reform: Here we ire interested in t~~hat
insight you may have into the commitment of the
present political leadershi in the assembly and
in the executive to the ref,~rm process. What
did they really mean to dowith the Decree 6
process? And if they intended to screw up the
land reform, have they real',ly recanted? The.
critical question with the 'l and reform now is

whether they can clarify the status of the evicted
between passage of Decrees 2Q7 and 6. What insight
can you give us into the whole system of support
for evictions-and armed forces efforts to curtail
ule of security forces to evict and/or to reinstate
peasants evicted from the lands. Do we have any
information on kind of support coming from Miami
and the exiles for groups that are intransigent
on the reform efforts? What discussion is there,
if any, about substantial modifications to the
reforms instituted in banking, in foreign trade
and in land reform? ~~

Progress in control over the armed forces: What
evidence is there that the armed forces hierarchy
is making efforts to pass the work? What arrests
and how many have there been and for what crimes?
I am particularly interested in hearing about the
efforts made since the last certification. What
information is there about the question of taking
prisoners which the Internat~.onal Red Cross has
complained. about?
What insight can you give into violence at the local
level, efforts to curb the same by the hierarchy?
There are tales that the left is responsible for
some of this violence. What evidence is there of
that?
(1) Progress in internationally recognized human rights:
Same questions, essentially. What efforts are there
to curtail violence by the government? Who is
.responsible for the deaths of the Christian Democratic
mayors?
There will be questions about the Embassy's methodology in
computing trends. Any insight you have into the sources and
techniques of the other agencies would probably help.
Again, the bottom line is "honest effort and progress over
the situation" on January 28, 1982.
