SUBJECT: 4 March House Permanent Select Committee on Intelligence
Briefing on External Support for the El Salvadoran Insurgency
1. The House Permanent Select Committee on Intelligence (HPSCI) convened
in H-405, The Capitol, on 4 March 1982 at 0830 hours to receive testimony
on external support for the El Salvadoran insurgency.

8. After welcoming the unusually large group of assembled witnesses,
Chairman Boland explained that this briefing was triggered by Secretary
of State Haig's assertion that there is "overwhelming" and "irrefutable"
evidence of external command and control in El Salvador. He then requested
Mr. Casey to comment briefly on the high points of this situation. Among the
items mentioned by Mr. Casey were past Intelligence Community reporting on
external support the El Salvadoran insurgency and the military buildup
in Nicaragua.
9. Mr. Casey's opening statement was followed by a three-part briefing.

provided a detailed breakdown of the various guerrilla 25X1
groups and described how they operate in the various zones into which
El Salvador is divided. According to guerrilla training 25X1
camps have been identified. By using several graphics, She was able to
point out how these camps vary in size and how they are supplied by land,
sea and air. Following this presentation, Dewey Clarridge outlined the
systems the Intelligence Community has put into effect to acquire this
