FEBRUARY 22, 1982
The Committee's hearing on El Salvador, scheduled for
10 A.M. on February 25th, has been planned to comprise two
parts. The first part will be on update briefing for members
of the committee about the current state of affairs in El
Salvador as understood from intelligence and other reporting.
The second part will be a discussion or criticall assessment of
several intelligence issues raised by the situation in El
.Salvador. Among these intelligence issues are the following:
-The nature and scope of current US intelligence collection
programs on questions affecting El Salvador, for example,
what are some of the constraints on intelligence resources,
what are questions not well covered,
-The adequacy of US intelligence programs relating to.El
Salvador to support current, difficult US policy decisions,
for example, is current intelligence on Salvadoran military
activities or on the electoral process adequate to assist
informed US responses in these areas?
-The nature of any intelligence support that the US
government is providing to the Government of El Salvador,
-The extent of Cuban, Soviet, or other foreign interference
in Salvadoran affairs,
-The role of US intelligence information in the preparation
of the Presidential certification to Congress under the
International-Security and Development Cooperation Act of
1981 and the intelligence information supporting the judgements
in that certification,
-The US intelligence perspective on the Salvadoran electoral
process and Salvadoran, non-militant political parties,

-The US intelligence perspective on the Salvadoran left,
its internal dynamics and organization,
-The US intelligence perspective on the prospects for
Salvadoran land and economic reform programs.
