Today I received the attached
invitation via Legislative Liaison
ith instructions to pass it on to
in SOVA~ who
eportedly had been designated the
SOyA, through EXO
informed me that we nee '
approval for participation and that
there were some concerns voiced
earlier about the desirability of
getting involved and~on the record'
when the discussions are eventuall
publi8~ed.
If approval is ,forthcoming,
indicated Chief /Econo
metric Analysis.4Division~, probably
would~be dubbed the ."CIA person. "
-
is familiar
with
our relationship"with the JEC and
F
probably the most qualified to
advi
on`whether CIA should participate ir~
the workshdp.
Please let me know if you. need m
information before a decision is
made.,,. _ , . ,

This is to request that you designate a person to participate
in a workshop on Soviet military economic relations to be held
July 7-8. The workshop is being conducted in cooperation with
the Congressional Research Service. We would like a CIA person
to take part in the panel discussion on measurement and burden
of defense allocations. Senator William Proxmire will preside
over the workshop.
As discussed between our staffs, attendance at the workshop
will be by invitation and. all statements and discussions will be
off the record until approved for publication. Members of the
press will not be invited. A copy of the agenda and schedule is
attached.
I appreciate your cooperation.
With warmest personal regards, :[ remain
