reported that he had met with 0MB on 12 March to discuss a
funding problem which arose over DoD repricing decisions on some items in the
NFIP. 0MB and DoD agreed that decisions pertaining to the budget amendment
and supplement would be reflected in the repricing.
Briggs commented that Tony Lapham, former GC, came off second best
during his debate with Frank Snepp at George Mason University on 12 March
Thorpe said there are four sessions with Congressional groups next
week and asked Admiral Inman for advice on who was to take the lead for
each session. Admiral Inman said that McMahon should attend the 16 March
HPSCI session which will discuss Presidential Findings. Admiral Inman
said he could go if it was necessary, but McMahon advised that his at-
tendance would not be required. Admiral Inman said that Clarke should
attend the 17 March SSCI session on the quality of analysis. Admiral Inman
noted that this session had been rescheduled so Clarke, who was out of town
when the original session was scheduled, could attend. Admiral Inman said
the Director plans to present the CA budget proposal to the SSCI on 18 March
and the HPSCI on 19 March.
reported that Representative C. W. Bill Young (R., FL) of the
Hineman raised the question of providing Brzezinski with unclassified
publications and noted that the Director of FBIS said that not all of FBIS's
publications were free. Admiral Inman said those publications which are
free can be sent to Brzezinski at no cost, but those which carry a charge
should be paid for by him.
Fitzwater reported that recruiters in New York, especially Hispanics
have been targeted by Puerto Rican terrorists; the

Fitzwater noted that) (people have been cleared for EOD.
Lehman reported that at the request of Secretary Haig, the NIC is
preparing an IIM on Arms to El Salvador which is to be completed by
18 March. Only CIA, INR, NSA, and DIA will be involved in its preparation.
Admiral Inman noted he and Lehman had attended the 12 March SIG
meeting on East-West Relations and that the SIG hopes to have a paper
completed in a month.
McMahon noted that) (briefed a number of Congressmen on
12 March on El Salvador and that the briefing went well. McMahon noted
that several Congressmen felt it was the best briefing they had received
from the Community.
Admiral Inman noted that NFIB and NFIC began on 12 March and that
he now is trying to get the Community to consult and advise the Director on
various issues.
Admiral Inman requested OGC to prepare by 17 March a draft paper for
Walt Elder on the restrictions of E.O. 12036. The paper will be circulated
by Elder to NFIB members for use at a NFIB meeting the week of 23 March.
The NFIB will provide counsel to the Director before he has to testify on
any legislation effecting the Executive Order.
Admiral Inman commented he wants to assure the NFIB that their advice
is being solicited on issues and that having meetings to approve papers and
decisions, rather than having them concurred telephonically, is a way to
do this. He added, however, that in the case of the IIM due on 18 March,
telephonic concurrence will be required because of the time constraint.
