MEMORANDUM FOR THE RECORD
Staff Meeting Minutes of 8 February 1980
e Director chaired the meeting. Mr. Carlucci was out of the city.
McMahon reported briefly on the following:
--Secretary Vance has sent notices to U.S. Embassies alerting them
to the high possibility of active protests by Iranian students
regarding the election of Bani-Sadr.
--Report from Islamabad of a Soviet news release alleging CIA
support to Afghanistan rebels, e.g., rebel weapons made in the
U.S.
--McMahon said 6 February testimony before the HPSCI on Soviet
covert action went well. He noted particularly that KGB funding 25X1
for covert action is estimated at $Gn
Fitzwater reported
on the large number and high quality of CTs being 25X1
processed-Li currently, with n of these scheduled for the DDO. He noted
25X1
also the successful recruiting "o students in engineering and compuer
sciences. In response to a query from the Director, Fitzwater said starting
salaries we are able to offer students in engineering and computer science
are running about $2,000 below offers in industry, but a sense of patriotism
ranks higher than salary among these CTs.
Lipton said the Executive Committee will meet next week to develop 25X1
a strategy for budget amendment and Reserve replenishment. He provided 25X1
talking points to attendees and elaborated on several items of particular
interest, including:

He reported Senators Huddleston and Mathias will hold a news conference
at 1430 hours today on Charters Legislation. The Director provided back round

He added that these have been formidable tasks, and the Board is to b

Silver reported good news and bad news re Agee. The good news is that
revocation of Agee's U.S. passport will continue until April further court action. The bad news is that our efforts to movvenDoJgtoward
an injunction against the publisher of Agee's latest book were not successful,
i.e., DoJ's slow action resulted in publication of the book before an
injunction. Silver said he is following up, however, to seek an injunction
on any further publications and on proceeds from book sales.

Briggs reported David Sullivan, Sen. Humphrey's (R., N.H.) Staffer,
has filed an appeal against the Publications Review Board. He said Sullivan
