Following up on the Director's expressed concern (see Staff Meeting Minutes of 28 November) that we not lose sight of important happenings e s~ ewhere in the world because of Iran, Lehman reported NIO suggests an Alert Memorandum be prepared on the Thailand/Cambodia situation; the Director agreed. Lehman also noted the number of refugees involved may reach as high as 1.5 million. The Director agreed. Lehman reported also a Vietnamese major offensive against Thailand is scheduled for 22 December and may have the effect of creating a common border between Thailand and Vietnam. 25X1 McMahon reported briefly on the following: --The Government of Kuwait has handled well the mob of antagonists assembled near the U.S. Embassy. 25X1 --OPEC will begin to reduce production; he said Kuwait has already announced a reduction and that Saudi Arabia and others are likely to follow. --The Government of Kuwait is considering removal of its assets from the United States. Hetu said he will coordinate with appropriate offices for inputs noting final response should be received by the White House no later than 10 December. The Director said he would give this his Clarke commented on recent reports that Iraq will increase oil production by as much as 25 percent. He said he believes such an increase is beyond the Iraqis' technical capability and would be surprised of any substantial increase in production. Hitz said he is fairly confident the House/Senate Conference on the intelligence portion of the Defense Appropriation will begin Tuesday, 4 December, at 1430 hours. A brief discussion followed on budgetary problems, notably a serious depletion in the CIA Contingency Reserve fund. noted, for example, there are some worth of items in the DDO competing against a fund availability of Mr. Carlucci'said he has sent a note asking to meet witri nim soon on this problem. The Director called attention o a probable Defense Supplemental request and Dirks announced ~ Chief of NPIC's Imagery Exploitation Group will become Deputy Director of ORD effective 10 December. He said also FBIS is still attempting to translate Iran's Constitution but is finding it The Director reported a rumor that three of the U.S. hostages in Tehran have been killed; he reported also Iran's Acting Foreign Minister Ghotbzadeh said DCM Laingen and two senior colleagues will be permitted to leave the Ministry of Foreign Affairs where they are being held. He said also President Portillo's refusal to let the Shah reenter Mexico has created a difficult situation for Administration officials. The Director said he has been discussing with Mr. Carlucci how we should be looking ahead to staffing for increased difficulties in the Iranian crisis and the potential for a long, drawn out affair. He said this can become an increasing load for our analysts. Clarke responded that he has already talked with Iran Task Force members and they fully understand the potential for continuing heavy demands. Clarke noted also in this regard increased interaction required by our people with State and Defense and reflected briefly on how things were handled during the Cuban missile crisis. A brief discussion followed on various ways to staff for best handling of the continuing crisis. Lastly, the Director noted if the Shah leaves the United States a variety of new pressures are likely to emerge.
