MEMORANDUM FOR THE RECORD
Staff Meeting Minutes of 23 April 1979
The Director chaired the meeting. 0
Lapham reported on two items, noting that both are of minor
importance at the moment: He described Department of Justice efforts
to dispose as quickly as possible of lawsuits/claims filed as a result
of "letter openings" of years ago. He also reported on wiretapping
legislation and, relatedly, urged the Director to accept a likely
invitation to a lunch on 17 May which will include principals involved.
This prompted the Director, noting that he would be seeing Ben Civiletti
(DoJ) this evening, to ask if he should press for release of details on
the Paisley case, 0 advised that, unless timing was of particular
importance, it might be better to wait until a few remaining loose ends
are finalized by should be soon. The Director also stated
his urged to respond to a number of SSCT Staffer Epstein's related
questions. ~

The DCI noted that for his meetings on SALT this week, he had
adjusted and updated his outline and matrix--would like Bowie to review
and advise. Relatedly, Bowie advised that the DCI should find out as
soon as possible what the Administration's official position (statement)
will be. The DCI agreed and noted the importance of his need to let
the White House know early of any differences or difficulties the DCI
might have relative to an established position by the White House. (Action:

The DCI reported that today's. Cabinet meeting hit on several items,
none of which were of major importance. He noted, however, that the
President has called for an NSC meeting this week on the situation in
Rhodesia. And, he noted, particularly to Jim Taylor, that we should not
lobby with the Congress in a way that would result in adding to the
President's budget.
The DCI said that his most important activity for this week centers
on SALT, particularly in working out a dovetailing of statements with
State, ACDA, and Defense and on clarification of terminology. F_~
The DCI concluded the meeting by noting that we will be receiving
an above average number of foreign visitors during the week.
