MEMORANDUM FOR THE RECORD
Bob Gates and I met with the DDCI today to discuss his presentation on
21 April before the AFCEA and NSIA Symposium on C3Ifor Warfighting--Future
Concepts. The Admiral indicated that this is the first time that he will
have presented a threat briefing. DIA is usually the one that provides such
briefings. Therefore, it will be interpreted as a CIA view. He would like
to take advantage of the opportunity, therefore, to focus attention on the
issues that we think our defense planners ought to be focusing on in the late
1980s. He would like to be somewhat provocative and adventuresome and try to
get people, to think about the prob~m.
He would like someone to prepare him a draft of .about a 25-minute
presentation with no Q's and A's. He is open to utilizing graphics~if anybody
has any ideas for simple-and useful wiewgraphs or charts.
Bob Gates suggested that be asked to come up with a draft STAT
presentation. I suggested tha would be a useful resource
person and Bob agreed that Q sou consu with u from the beginning~TAT
The bottom line is that Bob has this for action and that I will get
involved only towards the end when it comes time to orchestrate the final
presentation.
