The following items are on your agenda for tomorrow's meeting: Shultz Trip to Moscow. This should be an ideal opportunity to share your thoughts with Shultz regarding what initiatives the new Soviet leadership might take. You have Bob Gates' memo and the recent DDI p ition, I have included a copy of 1 10) xi notes as provided by Tom Simons at State. 2 X1 is meeting wit today and hopes t0 25X1 have some additional t oug is for you tomorrow morning. As a related issue, I have included a copy of the new NSDD on East-West Economic Relations and Poland Related Sanctions. This obviously represents the President's decision following Shultz' initiative with the Allies. -- Central America. You may wish to mention to Shultz that you have been invited to brief the SSCI on 9 December on the recent leaks and their impact on our program. 125X1 told but Dewey that he will be happy to appear, only if you (DCI) appear also. FYI: I had thought that it might be useful for you and Shultz to compare thoughts on the Cuba Policy Review exercise which was suppose to be culminated in an NSPG meeting this week. INR informed me, however, that Shultz is not up on this subject yet, and the whole exercise appears to be delayed for another week or two, perhaps until after the President and Shultz return from Latin America. -- FY-84 Budget. Hugh Montgomery is planning to make a Ditch for support for INR's appeal. Bill J at IC Staff has prepared some comments 25X1 or you. The issue of OMB's cutting of overseas slots could also come up. 2. This agenda is shorter than you normally have, but the staff people at State made a plea that we restrict the topics because Shultz's trip to Moscow and his planning for his upcoming trip to Latin America are consuming a large portion of his time. Please let me know, nevertheless, if there is anything else you wish to have for this meeting.
