Yesterday I met with Under Secretary Fred We for an intelligence briefing on Latin America and a discussion of the NSC Cuba review. He indicated that Defense would be interested in what the CIA paper will look like and suggested that it was especially important that the intelligence community make a judgment about whether or not the Castro regime might be willing to normalize relations. 2. The attached two-page draft summary of the CIA paper for the NSPG review leads off with this issue and also would permit the DCI to indicate the general nature of the forthcoming CIA analytic paper. 3. I also think the NSPG meeting should address directly (though not necessarily in writing) the issue of whether the current "interdict/ harass and negotiate" strategy vis a vis Nicaragua is likely to meet the current threat. 4. As you know, I believe it will not because either the Cuban/ Nicaraguan forces will militarily defeat the anti-Sandinistas or because if that fails a false negotiated solution will be agreed to which will see the anti-Sandinista groups disbanded and demoralized to be followed by the revival of the full range of Nicaraguan support to the Central American guerrillas. In case it is of interest, my one-page chart of October 1981 on this subject is also attached. Constantine C.
