Approved For Release 2007/04/24: CIA-RDP84B00049R001403440028-1 USSR-GRENADA: Forging Closer Ties The USSR is expanding cooperation with Grenada and has offered to build a new deepwater port at Grenville in exchange for visiting rights for Soviet warships. Prime Minister Bishop, during his visit to Moscow in July, reportedly welcomed the offer and agreed in prin- ciple to permit naval visits after receiving advance no- tice. Soviet and East German technicians also are to establish a Soviet satellite station and install telephone equipment. The first resident Soviet ambassador is due in Saint,Georges by the end of the month. A large shipment of military equipment reportedly was delivered last month by Cuba. The equipment apparent- ly was moved to the new international airport and a military cam , both under construction with Cuban aid. Comment: Moscow's initiatives are clearly the result of Bishop's visit to the USSR, during which he strongly endorsed Soviet policies and forecast a stronger and more direct Soviet role in Grenada. The USSR almost certainly will expand its presence in cooperation with Cuba, which has been providing development projects and military aid to Grenada since Bishop seized power in 1979. Access to a port in Grenada would be convenient for Soviet Navy operations in the Caribbean.
